PM Modi unveils E-Gram Swaraj Portal, Swamitiva Scheme on Panchayati Raj Day

On the occasion of Panchayati Raj Divas, PM Modi interacted with Sarpanchs from across the country on Friday. He also launched the e-Gram Swaraj portal and Swamitva Scheme for the betterment of Panchayati Raj Institutions.

Addressing sarpanchs, PM Modi said, “This pandemic has thrown at us new challenges and problems which we have never imagined, but it also taught us a very good lesson with a strong message. It has taught us that we have to be self-reliant and self-sufficient. It has taught us that we should not look for solutions outside the country. This is the biggest lesson we have learned.”
“Every Village has to be self-sufficient enough to provide for its basic needs. Similarly every district has to be self-sufficient at its level, every state has to be self-reliant at its level and the whole country has to be self-reliant at its level”, PM added.

About e-Gram Swaraj portal:

This portal would help prepare and execute Gram Panchayat Development Plans. It will also ensure real-time monitoring & accountability. This is touted as a major step towards digitization down to the Gram Panchayat level.

Swamitiva Scheme:

For measuring the inhabited land, the latest surveying technology such as drones will be used under this scheme in rural areas. The mapping and survey will be conducted in coordination with the Survey of India, State Revenue Department & State Panchayati Raj Department. The drones will draw the digital map of every property falling in the geographical limit of each Indian village. Property Cards will be given to respective owners, thus effectively creating records of land ownership in villages which will further facilitate tax collection, new building plans, and issuance of permits. In addition to this, this step would help in reducing disputes over property.

National Panchayati Raj Day 2020:

​The first National Panchayati Raj Day was observed in 2010 on 24th April.

On 24th April, every year the Indian government gives various awards to the Panchayats under various categories, including Child-friendly Gram Panchayat Award, Gram Panchayat Development plan Award, Deen Dayal Upadhyay Panchayat, and Sashaktikaran Puraskar.
In India, Panchayati Raj Institution is a system of rural local self-government. Simply put, it is the management of local affairs by the local bodies who have been elected by the local people in a democratic way. PRI was constitutionalized through the 73rd Constitutional Amendment Act, 1992.
However, PRIs are facing several problems including lack of sufficient funds, interference of MPs, and MLAs in the functioning of panchayats and structural deficiencies.
